Downtown Las Vegas, centred on Fremont Street, is still the place for lower-limit 3:2 blackjack in the heart of town. Minimums start at $10 to $15, and double deck games with a 0.40% house edge are easy to find. This survey covers nine downtown casinos and is based on January 2025 data.
Downtown Las Vegas Blackjack Survey
- Lowest minimum: $10 at the Plaza (six decks, 0.63% house edge).
- Best low-limit game: double deck from $15 with a 0.40% house edge at the California, Fremont and Main Street Station (weekends only). El Cortez and the Plaza deal the same game from $25.
- Best odds downtown: double deck at 0.40% (see above), or Circa‘s six-deck game where the dealer stands on soft 17, from $100 (0.41%).
- Watch out at El Cortez: its $15 double deck doesn’t allow doubling after a split, which raises the house edge to 0.53%.

How to read the table
- Soft 17: “Stands” is better for you than “Hits”; it lowers the house edge by about 0.2%.
- Double after split, surrender and resplit aces: each “Yes” is a player-friendly rule.
- House edge: the casino’s advantage over a player using perfect basic strategy. Lower is better.
- Tables: how many tables were spreading that game when the survey was taken.

Nearby: the cheapest 3:2 blackjack in Las Vegas
A short drive north of downtown, Jerry’s Nugget in North Las Vegas deals double deck from $5 (0.40% house edge, $300 maximum), the lowest minimum for 3:2 blackjack anywhere in the survey.
What’s changed
El Cortez no longer deals the 3:2 single-deck game that used to be the best bet downtown; the January 2025 survey found no 3:2 single-deck blackjack anywhere in Las Vegas. Las Vegas Club has closed, and Circa opened on its site in 2020. Binion’s, Four Queens and Downtown Grand don’t appear in the survey.
Source: the Wizard of Vegas blackjack survey (January 2025 data, compiled with BJ21.com). The survey lists 3:2 games only. Many downtown tables now pay 6:5 on a blackjack, which roughly quadruples the house edge, so we leave them out. Rules and minimums change often: check with the casino before you sit down.
